Eligibility for Dual Citizenship

A person whose citizenship of Sri Lanka has ceased under Sections 19, 20 or 21 of the Citizenship Act No. 18 of 1948 or a person whose citizenship of Sri Lanka is likely to cease, is eligible for Dual Citizenship of Sri Lanka.

  1. Resumption – Section 19(2) of the said Act makes provisions with respect to persons whose citizenship of Sri Lanka has ceased upon obtaining the citizenship of another country, who thereafter desire to resume the status of a citizen of Sri Lanka.
  2. Retention – Section 19(3) of the said Act makes provisions with respect to persons who desire to obtain citizenship in another country, while intending to retain the citizenship of Sri Lanka.

2.1. Additional documents required as per the category you are applying for;

If Applying Under Category 1A: Birth Certificate

      • If Applying Under Category 1B:
    • Educational/Professional Certificate (Diploma/Degree or higher, or any other professional qualifications). If you are submitting a Diploma Certificate, required Duration is minimum 1 year or above and documents should be submitted to prove the duration.
    • If academic qualification has been obtained from a foreign institution, it is required to authenticate it by the relevant government authority. [Ex: If it is obtained from a University in respective country, certificate should be authenticated by Foreign Ministry of the country concern.
    • If Applying Under Category 1C: Documentary Proof of Assets (Deeds, Valuation Report & Title Report)
    • If Applying Under Category 1D: Letter of Confirmation from the bank stating that money will not be withdrawn from the relevant account for a period of 3 years and a copy of the Fixed Deposit Certificate.
    • If Applying Under Category 1E: Letter of Confirmation by the bank. stating that money will not be withdrawn from the relevant account for a period of 3 years
    • If applying Under Category 1F: Letter of confirmation by the relevant authority confirming that the investment will not be withdrawn prior to maturity.
  1. Instructions for Completing the Application
    1. The application must be completed in BLOCK LETTERS.
    2. Wherever * appears, inapplicable word/s must be cut off.
    3. If a particular field is inapplicable, write NOT APPLICABLE or NOT RELEVANT.
    4. Translations will not be accepted in lieu of originals.
    5. All photocopies must be submitted as one A4 sized copy.
    6. Do not counter-sign copies where the originals are already authenticated.
    7. Name changes in any supporting documents should be verified by a Name Change Certificate(Should be authenticated by the relevant government authority) or an

  • The affidavit on Page 6 of the Application Form should only be completed & signed at the Embassy of Sri Lanka Ha Noi, Viet Nam, before an official of the Embassy of Sri Lanka Ha Noi, Viet Nam.

Applicants over the age of 16 should sign the affidavit before the officials of the Embassy of Sri Lanka Ha Noi, Viet Nam.

  • Applicants below the age of 16 are not required to sign the affidavit. The main applicant should sign on behalf of them and mention their relationship to the minor applicant (ex: Mother/Father).
  1. Payment
  • Application Fee: 68 USD [In addition, attestation fees will be charged for the foreign certificates (if any)]
  • Payment should be made in cash at the counter or bank transfer.
  • Personal/Company cheques and Credit/Debit cards are not accepted.

 5. Procedure

  1. Once your application is accepted by this Consulate, it will be forwarded to the Department of Immigration and Emigration, Sri Lanka
  2. Upon receiving the same application to the Department of Immigration and Emigration, it will be notified directly to you by the said Department via e-mail
  3. When the application is approved, the applicant will be informed regarding the payments by the said Department via e-mail
  • Fees applicable are as follows:

Main Applicant: 2,000 USD

Spouse of Applicant: 500 USD

Unmarried Children below the Age of 22: 500 USD

4. If you are unable to make the payment personally in Colombo, you can authorize a person to make the payment providing an authorization letter to him/her.
